  • Vincent D’Alessandro, PE

    CEO

    Vincent D’Alessandro leads LOZIER INC. as CEO with a steadfast commitment to quality, safety, diversity, and sustainability. He is the former president of B&H Engineering, a bridge inspection and construction management firm acquired by Lozier in 2023. Vincent brings more than 35 years of bridge construction inspection, rehabilitation design and biennial bridge inspections, and unparalleled leadership experience to LOZIER’s longstanding practice.

    In the role of Principal/Project Manager, Vincent has overseen numerous large, complex bridge rehabilitation projects for the major transportation agencies in the New York metro area, including for the New York City DOT, New York State DOT, the Metropolitan Transportation Authority, and the Port Authority of New York & New Jersey. He has amassed a portfolio of projects over the years, from the rehabilitation of the Brooklyn Bridge in the early 1980’s to its biennial inspection in 2015, and from multiple inspections of the Manhattan Bridge to the Williamsburg bridge to the Lincoln Tunnel approaches, among innumerable others.

    Vincent is a registered professional engineer in the states of New York and New Jersey. He holds a B.S. in Civil Engineering from Manhattan College.

  • Uzma Ahmad

    President

    LOZIER’s president and owner Uzma Ahmad is responsible for the firm’s operations and is the architect of its growth, teaming, quality control, and employee retention strategies. She has served as Principal-in-Charge for construction inspection, site safety and utility projects for several clients. Prior to purchasing LOZIER in 2017, Uzma spent several years at HASA Construction in Glendale, New York, a prime union contractor, working on transportation projects for the New York State and New York City DDC. She was responsible for project budgets, scheduling, subcontractor approval and project close-outs.

    In addition to her work in the construction industry, Uzma has solid experience in the non-profit arena as Senior Education Officer for the World Wildlife Fund for Nature—Pakistan, raising awareness of conservation issues and promoting sustainability. She earned her Bachelor’s degree in Psychology from Punjab University and a post-graduate diploma in Education and Sustainable Studies from the University of Strathclyde in Glasgow, UK.

  • Mark Drozdov, MS, SSM, CUSP, CES, EnvSP

    Executive Vice President

    Renowned best management practices expert in Environmental Health & Safety + Sustainability (EHS+S) Standards Mark Drozdov heads up LOZIER’s Environmental Planning and Management Services. He has more than 30 years of industry experience and regulatory compliance, and was co-founder of Creative Environment Solutions (CES) Corp./now BSI Group, before joining the firm. Mark is a licensed NYC DOB Site Safety Manager (SSM), ENVISION Sustainability Professional (EnvSP), EPA Certified Risk Assessor (CRA), Certified Utility Safety Professional (CUSP) w/Civil Endorsement, Certified Asbestos Investigator (CAI)/ Management Planner/ Designer, and Auditor ISO 19011, 14001, 45001.

    Mark is a professor in EHS+S at several prestigious institutions in the New York/New Jersey area, including The Cooper Union for the Advancement of Science and Art, Rutgers School of Public Health, Columbia University, NYU, CUNY/ Hunter & City Colleges, and Stevens Institute of Technology. He has served on various industry expert panels on the subjects represented by the acronym P.A.L.M.S. (Pandemic/PCBs, Asbestos/Arsenic, Lead/Legionella, Mold/Metals, Silica/Safety/Sustainability), and is EPA, OSHA, NY/NJ DOH/DOL Instructor for Lead, Asbestos, Mold, HazMat, HAZWOPER, EHS+S Standards, and Legal & Health effects topics. Mark holds a Master of Science (MS) in Green Building Planning Design and a BS in Architecture from the San Francisco Institute of Architecture.

  • Valeriy Makarovskiy

    Senior Vice President

    Valeriy Makarovskiy serves as LOZIER’s Lead Business Development professional. His career in Land Surveying and Structural Engineering and Architectural projects spans three decades in the U.S. Valeriy’s portfolio includes multiple projects for the Metropolitan Transportation Authority (MTA) Long Island Rail Road, including the Shore Road Bridge Replacement at Oyster Bay, Cold Spring Harbor Overpass, North Sea Road Bridge Replacement at Southampton, building expansion of Simulator Facility at the Hillside Maintenance Complex, Westbury Station reconstruction, and multiple yard expansions and substation design and construction.

    In addition to his work with the MTA, Valeriy has significant experience working with the New York State DOT, the New York City DOT, and the Port Authority of New York & New Jersey.

    Valeriy is certified in Computer-aided Design and Drafting using AutoCAD and MicroStation, and is proficient in Land Development Desktop and STAAD Pro. He is a Certified Code Enforcement Official by NYS. He earned his M.S. in Civil/Structural Engineering from Dniepropetrovsk Railroad University in Ukraine.

  • ANDRE CELESTIN, PE

    Senior Vice President

    Andre Celestin leads LOZIER’s management team on Bridge Design and Construction Inspection projects. Formerly Engineer-in-Charge in the Design Build Section of NYCDOT’s Bridges division, Andre has significant expertise in all aspects of design/build project management, including design scoping, reviews, and approvals; stakeholder coordination; construction inspection and oversight; and procurement. He has worked with the major NYC agencies to coordinate project timelines, communicate requirements, and mitigate potential impacts on operations and residents. His experience includes supervision of NYCDOT’s $400 million Belt Parkway Bridges project and the FDR Marine Borer Project, preliminary design scoping for 22 pedestrian bridges in NYC’s five boroughs, and supervision of the final design phase for the Mill Basin Bridge over Belt Parkway.

    Andre is a registered Professional Engineer in the State of New York. He is OSHA and HAZWOP (Hazardous Waste Operations and Emergency Response) certified, and has completed Lead & Asbestos Site Safety Training. He holds a B.S. in Civil Engineering from the Pratt Institute.
